CALL

 

Under the terms of art. 8 of the Research Grants Regulations of the Fundação para a Ciência e Tecnologia, with the financial support from EEA Grants, the Financial Mechanism of the European Economic Area, within the scope of the Conciliation and Gender Equality Programme, operated by the Commission for Citizenship and Gender Equality (CIG), in partnership with the Norwegian Equality and Anti-discrimination Ombud (LDO), there is an open call for 1 (one) Research Grant (BI), for holders of a degree in Sociology, Anthropology or Social Psychology, to collaborate in the research project “White Paper on Multiple and Intersectional Discrimination”, within the activity of NOVA Knowledge Centre for Data-Driven Law, hosted by CEDIS, Centro de I&D sobre Direito e Sociedade (UI0714), of the NOVA School of Law – Faculty of Law, Universidade Nova de Lisboa, coordinated by Professora Doutora Margarida Lima Rego.

 

Duration: The scholarship lasts for 6 months, with the possibility of renewal for an equal period up to a maximum of 18 months. The scholarship amount is €835,98€ (eight hundred and thirty-five euros and ninety-eight cents) (www.fct.pt/apoios/bolsas/valores), with monthly payment by bank transfer. It is expected to start in September 1, 2022.

 

Object, Objective and Activities:  The aim of this project is to build a White Paper on multiple and intersectional discrimination, based on multidisciplinary knowledge. It aims at a scientifically supported recommendation to level and harmonise anti-discrimination protections in Portugal, addressing multiple discrimination (sequential, additive and intersectional). The focus will be on discriminations based on sex, ethno-racial origin, sexual orientation and gender identity, and disability, also taking into account the differentiated socio-economic consequences of these discriminations. The activities foreseen under this grant are:

1. Social analysis and diagnosis of needs

a. the preparation and conduction of focus groups with Portuguese NGOs addressing the different types of discrimination, identifying gaps in the legal and institutional framework and concerns to be taken into account in the construction of legislation covering multiple discrimination (namely the identification of possible specificities to be considered in a comprehensive anti-discrimination law, since discrimination mechanisms do not operate in a uniform way in different areas).

b. the preparation and conduction of focus groups with Portuguese public bodies dealing with anti-discrimination, identifying possible difficulties of implementation in the existing legislation and potential synergies.

c. the preparation and conduct of semi-structured interviews with trade union and employers’ confederations as well as with other social partners, to assess the effectiveness of current legislation and the need for further action.

d. the preparation and conduct of semi-structured interviews with European anti-discrimination NGOs (European Women’s Lobby, ILGA-Europe, European Network Against Racism, European Disability Forum) involved in the promotion of a horizontal Anti-Discrimination Directive, listening to them about the diagnosis of needs conducted to support the production and approval of a European Anti-Discrimination Directive.

2. Participation in communication and awareness-raising activities foreseen in the project

a. the realization of a multimedia awareness campaign based on the results of focus groups, for dissemination on social networks, personalizing the experiences of discrimination and in particular of multiple discrimination and contributing to a shared awareness on the need to create legal protection for these cases.

b. the organization of a workshop and public presentation session of the project, with media broadcasting, which will allow the dissemination of focus groups results and simultaneously create an additional space for debate and joint construction of the different entities heard.

c. The project’s final conference, with the sharing of the project’s conclusions and the White Paper, produced and made publicly available.

d. the preparation and submission of a scientific article for publication in an international journal.

3. Participation in the preparation and production of the White Paper, which includes a set of recommendations and guidelines to be considered in the drafting of new legislation, complemented by the suggestion of a basis for draft legislation.

 

Admission requirements:

a) A degree in Sociology, Anthropology or Social Psychology;

b) Fluency in Portuguese and English.

 

Assessment parameters:  

a) Academic and scientific curriculum (35%);

b) Motivation (35%);

c) Relevance and adequacy of previous career to the project (30%);

 

Publicity and deadline for submission of applications: this Call is published on the premises of NOVA School of Law, on CEDIS’s website and on the EURAXESS Portal, for a minimum period of 10 working days from the date of this publication, and applications must be sent from July 5 to July 18, 2022.

 

Formalization of applications: Applications should be submitted on time and be accompanied by detailed curriculum vitae, a copy of the history of notes and a motivation letter, to the e-mail concurso.bolsas@cedis.fd.unl.pt, with the subject “Research Scholarship (BI) No. 8/2022”.

 

Selection: The selection of candidates will be carried out by a jury made up of the Coordinator of the project, Professor Margarida Lima Rego, who presides, by Professor Paulo Côrte-Real, and by Professor Miguel Vale de Almeida, on the basis of document evaluation, eventually complemented by interviews.

 

Hearing of interested parties: Pursuant to article 124, no. 1, al. a) of the Code of Administrative Procedure, this competition does not require a hearing with interested parties due to the urgency of the decision to select the scholarship holder.

 

Form of publication/notification of results: The final results of the evaluation will be published through an alphabetically ordered list, posted in a visible and public place at the NOVA School of Law and on the CEDIS website, and candidates will be notified by e- mail.

 

Model contract, final reports and evalution criteria: The model grant contract to be adopted is provided in Annex I. Annexes II and III are models of final reports to be submitted by the grant holder and the scientific advisor respectively, under the terms of the contract. The criteria for evaluating the grantee by the scientific advisor will be compliance with the plan of activities attached to the contract.
