MINITES

In accordance to art. 8 of the Research Grants Regulation of the Foundation for Science and Technology, with the financial support of the FCT/MCTES through national funds (PIDDAC), and within the scope of the Strategic Project of CEDIS 2020-2023 (Ref. UIDB/00714 /2020), a call for applications is hereby launched for 1 (one) Research Scholarship (BI), for a student enrolled in a Master’s Degree course, to collaborate in the Observatory for Portuguese Legislation(Observatório da Legislação Portuguesa), hosted by CEDIS, Center of R&D on Law and Society (UI0714), at NOVA School of Law – Faculty of Law, Lisbon NOVA University, coordinated by Professor Francisco Pereira Coutinho.

Duration: The scholarship lasts for 6 months, with the possibility of renewal for an equal period up to a maximum of 12 months. The scholarship amount is nine hundred and thirty euros and ninety-eight cents (€930,98) (https://www.fct.pt/wpcontent/uploads/2023/02/Tabela-de-ValoresSMM_2023.pdf), with monthly payment by bank transfer.

Object, Objective and Activities: provide support and research assistance to the Observatory for Portuguese Legislation at NOVA School of Law. Its mission is to analyze quantitative aspects of the methodology for preparing the law and the legislative procedure. In this regard, the researcher will assist Professor Francisco Pereira Coutinho in achieving these goals, namely by developing the annual Bulletin of the Observatory for Portuguese Legislation, providing research assistance, populating and maintaining the project’s website, ensuring its presence in the media, helping to coordinate webinars, events, courses, and collaborating in the dissemination of research through podcasts.

Admission requirements and assessment parameters:
a) To be enrolled in law Master’s Degree course;
b) Be fluent in Portuguese and English;
c) Grades history (50%);
d) Cover letter (20%);
e) Relevance and adequacy of the previous path to the research project, with prior knowledge of legistics being valued (30%).

Work plan:
a) Development of the annual Bulletin of the Observatory for Portuguese Legislation (it addresses the interpretation of the legislative activity in quantitative terms).
b) Research and production of a legal article for publication attached to the bulletin. c) Support for the organisation of courses, conferences, seminars and workshops of the Observatory.
d) Production and updating of content on the Observatory’s website.
e) Creating a podcast on legistics.
f) Technical-scientific and administrative support to the coordination and bodies in the activities and projects developed by the Observatory.
g) Preparation of proposals and monitoring of projects developed by the Observatory. h) Contact with members and external entities within the scope of the activities developed by the Observatory.
i) Support to the activities developed by the coordination.

Publicity and deadline for submission of applications: The present Call for Applications is published in the website and facilities of NOVA School of Law and in the CEDIS website, as well as in the EURAXESS Portal, for a minimum period of 10 working days from the date of this publication. Applications may be submitted from September, 4 and the deadline for submission ends on September, 18.

Selection: The selection of candidates will be made by a jury composed by the Coordinators of the Observatory for Portuguese Legislation, Professor Francisco Pereira Coutinho, who will be presiding, and Sonia Rodrigues and Professor Graça Canto Moniz, based on curricular assessment. If the jury deems it necessary, interviews may be held with the candidates.

Hearing of interested parties: Pursuant to article 124, no. 1, al. a) of the Code of Administrative Procedure, this competition does not require a hearing with interested parties due to the urgency of the decision to select the scholarship holder.

Form of publication/notification of results: The final results of the evaluation will be published through an anonymized list, posted in a visible and public place at the NOVA School of Law and on the CEDIS website, and candidates will be notified by e- mail.

Formalization of applications: Applications should be submitted on time and be accompanied by a detailed curriculum vitae, proof of enrollment in a Master Degree course and a copy of the history of notes, as well as the application to the e-mail concurso.bolsas@novalaw.unl.pt, with the subject “Research Grant (BI) No. 12/2023”.

Model contract, final reports and evalution criteria: The model grant contract to be adopted is provided in Annex I. Annexes II and III are models of final reports to be submitted by the grant holder and the scientific advisor respectively, under the terms of the contract. The criteria for evaluating the grantee by the scientific advisor will be compliance with the plan of activities attached to the contract.

It is the duty of the scholarship holder to punctually comply with the guidelines established by the scientific advisor, to communicate to the Foundation for Science and Technology the occurrence of any fact that justifies the suspension of the scholarship and the timely preparation of a semi-annual and final report on the assessment of the program of activities developed with the grant awarded. The fulfillment of the work plan, except for justified exceptions, takes place in the premises of CEDIS and/or the Faculty of Law of the UNL.
