Project Title: A Whistleblowing Habitat in Southern Europe “WiS-H”

Project Reference 101143143 – WiS-H

 

A call is open for applications for a research grant for a doctoral student under the project A Whistleblowing Habitat in Southern Europe “WiS-H”, with the Project Reference 101143143 – WiS-H, funded by the European Union, under the following conditions:

Scientific Area: Public Law

 

Admission requirements:
a) Being enrolled in the Doctor of Laws course;
b) Fluent in English and Spanish;
c) Certificate of qualifications;
d) CV including relevant publications and participation in academic events (maximum 5 pages).

 

Work plan:

To develop a comprehensive and multidisciplinary study on the whistleblower protection environment in Spain and Portugal, to promote mutual learning and the exchange of best practices, and to strengthen the support network between civil society organizations and public authorities. The plan involves two main groups of activities:

Analysis of the Whistleblower Protection Environment: literature review, conducting interviews and online surveys, data analysis and report writing;
Development of activities aimed at mutual learning and exchange of best practices between stakeholders; creation and strengthening of an Iberian network;
dissemination and awareness-raising;
Preparation of final reports describing the state of the art, policy implications and recommendations.

 

Applicable legislation and regulations:

Under the Research Grant Regulations of NOVA University Lisbon, approved by Order No. 9484/2023 of September 14, 2023, as well as the Research Grant Holder Statute, approved by Law No. 40/2004, of August 18, amended and republished by Decree-Law No. 202/2012, of August 27 and by Law No. 12/2013, of January 29, by Decree-Law No. 89/2013, of July 9 and by Decree-Law No. 233/2012, of October 29 (available at https://dre.pt/dre/legislacao-consolidada/lei/2004-58216179).

Place of work:

The work will be carried out at the Nova School of Law, under the scientific supervision of Professor Francisco Pereira Coutinho.

 

Duration of the grant: The grant is scheduled to start in June 2024 and will last for 12 months, possibly renewable up to the maximum funding limit or until the end of the project, whichever comes first.

Amount of the monthly maintenance allowance: The amount of the scholarship corresponds to €1,259.64 (one thousand two hundred and fifty-nine euros and sixty-four cents), according to the table of values defined in Annex I of the NOVA University Lisbon Research Scholarship Regulations, approved by Order No. 9484/2023 of September 14, 2023, and payment will be made monthly by bank transfer.

 

Selection methods:

The selection method to be used is curricular assessment: adequacy of academic qualifications (40%), adequacy of language qualifications (20%); knowledge and previous experience (40%).

Form of publication/notification of results:

The final results of the evaluation proposed by the jury will be notified to the candidates by email, no later than 90 working days after the deadline for submitting applications, and they will be able to access the minutes and the ranking list, and give their opinion within 10 working days on the draft decision in a prior hearing of interested parties, under the terms of the Code of Administrative Procedure. At the end of the period set for the hearing of interested parties and in the absence of any response, the shortlist will become final. Candidates may lodge a complaint against the final decision within 15 working days (to the email address used for notification), or appeal to the highest executive body of the funding body within 30 working days of notification of the final decision, addressed to (Management or CEDIS) via the email address cedis@novalaw.unl.pt.

 

Application deadline and form of submission: The call for applications will be open between May 16, 2024 and May 29, 2024.

 

Applications must be formalized by sending an email to bolsas@novalaw.unl.pt, mentioning the grant reference “Research grant no. 4/2024.” in the subject line of the email.

The application must consist of a single PDF file, including:

Motivation letter;
Detailed curriculum vitae (including email address and telephone number);
Documents proving the academic degrees obtained and grades in all subjects taken;

(For academic degrees awarded by a foreign higher education institution, it is compulsory to present the registration of the recognition of the academic degree and the conversion of the final classification to the Portuguese scale (process regulated by Decree-Law no. 341/2007, of October 12), or alternatively, to obtain equivalence/recognition of the academic degrees (process regulated by Decree-Law no. 283/83, of June 21)).
